Between National Disinterest and External Commitment: International Cooperation and Projects Against Hate Speech Toward LGBTIQ+ People in Costa Rica
Abstract
The article examines how hate speech directed at LGBTIQ+ individuals is not meaningfully addressed through international cooperation in Costa Rica, even though this issue is included in the country’s international cooperation agenda. It outlines the structure of international cooperation in Costa Rica, noting that cooperation priorities are intrinsically linked to the government in power. From this analysis, a suggestion emerges on how to address these issues through international cooperation from public institutions in Costa Rica.
